The UAE has entered the top 25 of the Global Innovation Index for the first time. The 2026 edition, published by the World Intellectual Property Organization on 29 September, ranks the country 25th of 139 economies, up from 30th last year. It is the highest placed Gulf economy and second in its region.

The index scores an economy on what it puts in, such as its institutions, schools, infrastructure and how developed its markets are, and on what comes out, such as patents, high-tech exports and creative goods. WIPO's regional summary singles out one measure where the UAE ranks first in the world: new research facilities and high-tech businesses built by foreign investors. It describes the UAE as the Gulf economy furthest along in turning its enabling conditions, from digital government and infrastructure to talent attraction and startup finance, into broader innovation activity.

WIPO's profile for the UAE lists four indicators where the country ranked first globally: entrepreneurship policies and culture, attracting international students, financing for startups and the companies that grow out of them, and that foreign investment in research and high-tech. The Ministry of Economy and Tourism cited the same four on 5 October, along with a sixth place for brand value, seventh for mobile app creation, ninth for creative goods exports and 13th for high-tech exports, which it put at USD 68.05 billion in 2024, up 36% on 2023.

A ranking does not pay anyone's salary, and a founder should be careful about what it proves. The index measures the environment, not any one company's chances in it. What it does change is who is looking. Investors, corporate partners and foreign founders deciding where to incorporate read this list, and the two words they will take from it this year are startup funding.

The practical uses are narrow and real. A deck going to a foreign investor can carry one line: first in the world for startup and scale-up financing, Global Innovation Index 2026, a UN agency ranking. A conversation with a co-founder who is still abroad has a new answer to the question of why here. A business plan for a bank or a free zone can point to an economy that moved from 38th in 2018 to 25th in 2026.

The index also tells a founder where the UAE is still thin. WIPO places the country 41st for patents, counted by invention rather than by filing, and 48th for high-tech manufacturing. It lists both as gains on last year, but they remain the weakest results among the indicators it highlights. The gap between first for investment and 48th for manufacturing is the part of the economy still being built, and that is where the demand for new businesses will come from.
